Laws and Rules of Boarding Homes- People's rights are being violated! Does anyone know more about this?
I need a little info here if anyone has it. I’ve tried looking it up on the internet w Google but can’t find what I need. I live in MN and I work at a Battered Women’s Shelter. I have a very nice client who lives at a Boarding Home and her rights are being violated and they’re breaking the rules I know they are! My client was beaten severely and has Traumatic Brain Injury. Today the owner tried to withhold her cough med with Codeine. She has pneumonia! She ended up taking the bottle and leaving. They distribute their Boarder’s meds to them daily. She has Herpes that she had gotten from her cheating husband and the owner of the Home told a few of the men there not to go near her because she has them. That is her private business! He also will yell at her and make a fool of her in front of other people who live there. He humiliates her to no end. She cries all the time and stays with her abusive daughter because she doesn’t wanna go home!
This place has 9 "real" bedrooms and there are about 15 people who live there. There are 3 bathrooms one with a tub. There are three people in one room, but some of the Boarders have a space but there’s a sheet hanging around them like it’s a bedroom. Don’t they need to have a private space- an actual bedroom with a door? She pays 0. to live there. Some people even pay more than that! Part of that includes their laundry washed, dried and folded. Her laundry many times has been thrown on to her bed half wet. Sometimes their are dirty clothes even mixed in! They eat what is made for them and there’s a lock on the fridge so they can’t just snack when they want. What they do have for snacks if they want to "munch" like we all do sometimes, is day old donuts they get for free from the grocery store! There is NEVER fresh fruit sitting out for them to eat. They can buy their own food and get a key to the fridge but food is part of their VERY high rent. One other thing is, the owners don’t care, they just want their money. There is an old man there that sleeps behind a sheet and he stinks! He needs to be in a nursing home. He was in the smoking room yesterday and suddenly everyone smelled something. He was sitting on the chair pooping and peeing in his pants. The chair sat there filthy for hours! He has diapers but doesn’t usually wear them. They’ve tried to tell the owners but they do nothing about it. It’s so unsanitary. I’ve used the bathroom there and it’s always got poop all over the back of the seat. It’s disgusting! Something has to be done! Does anyone know more about the rights of these people who live there? Her life has been affected so badly by her beating and she moved here thinking it would be better but her rights and privacy and personal well-being is violated all the time!

Oh my LORD! These people need to be reported ASAP! Immediately! My mother is in a skilled nursing center, and if that place was anything like you’ve described, I’d have them up on charges in a HEARTBEAT, and the Directors nuts hanging on a keychain! Any place that is licensed by the state, has to post this license in a prominent place. Among other things, this sign tells you who to call if you have a complaint. If they aren’t licensed, or if they don’t have signs up, go to another facility and get the number off theirsl. If you can’t find one to go to, contact your state Health and Human Welfare Department.

First, that remark tells me that this is more than a boarding home. Assisted living, nursing and rehab? There is more to it than a boarding home if the owners/manager are dispensing medication.
Your best bet is to contact the state office in your state that oversees protection of adults, Adult Protective Services etc, let them know, and I assure you that they will open an investigation.
