Discharge 45% of my existing debt?

I got a postcard in the mail with no return address and no company name saying it’s the Second Notice and it’s RE: The immediate discharge of 45% of your outstanding debt.

The 800 number is 800-715-0351 and when I googled it, nothing came up. So I don’t want to call it and get talked into a scam, so does anyone know if this is legit or not?
