Why are my Internet Explorer Privacy Settings Automatically resetting to Allow All Cookies?

I keep getting popup ads and tons of cookies. Everytime I reset the Privacy settings in Internet Options and press "Apply" the setting is changed back to "Allow All Cookies" in only a matter of minutes. This problem started two days ago and has been persistent ever since.

i have decided not to use IE any longer. i use firefox and LOVE it! although, it refreshes constantly, i am pleased with it’s overall workings. will never go back to that other ….
